China blocked a bid by India to designate Abdul Rauf Asghar, one of the masterminds of the 1998 IC 814 hijacking, as a global terrorist. Asghar, brother of Pakistan-based JeM terrorist Masood Azhar, is accused of masterminding a number of terror attacks.

The National Investigation Agency filed a chargesheet in the 2019 February Pulwama terror attack case naming terror outfit Jaish-e-Mohammad (JeM) chief Masood Azhar, his brother Abdul Rauf Asghar, slain terrorist Mohammad Umar Farooq, suicide bomber Adil Ahmed Dar and other terrorist commanders operating from Pakistan.

NIA has named JeM chief Masood Azhar, his brother Asghar in its chargesheet in the Pulwama terror attack case. At least 40 CRPF personnel were killed in an IED blast on February 14 last year in J&K's Pulwama. In July, the NIA informed the court that it has arrested the seventh accused named, Bilal Ahmed Kuchey, whom the agency has termed as "a terror associate" on July 5. According to NIA, Kuchey a resident of Hajibal, Kakapora, J&K, runs a sawmill at his place and harboured and extended logistic support to the JeM terrorists involved in the Pulwama attack
