Haider al-Abadi spoke during a press conference in Baghdad, less than a week after he declared an end to IS' self-styled caliphate after Iraqi forces achieved an incremental win by retaking the landmark al-Nuri Mosque in the Old City.
At least four such attacks have targeted Iraqi forces as hundreds of civilians flee the fierce fighting in the Old City's congested streets.
The mosque is hugely symbolic from its pulpit, IS leader Abu Bakr al-Baghdadi in July 2014 declared a self-styled "caliphate," encompassing territories held by IS in Syria and Iraq.
Iraqi special forces and police fought Islamic State militants to edge closer to the al-Nuri mosque in western Mosul on Wednesday, tightening their control around the landmark site and in Baghdad a suicide truck bomb killed at least 17 people.
Islamic State militants are forcing young men in western Mosul to fight for them in defence of the remaining pockets of their former stronghold against an Iraqi government assault, fleeing residents and Iraqi officers said on Monday.
