Around 36,000 are in DR Congo, mainly in the overcrowded camp of Lusenda, in the east, or several transit camps.
Congolese security forces killed at least 18 Burundian refugees during clashes over plans to send some of them home, local activists and a diplomatic source said.
The Burundian government has started a regional campaign to ask the country`s refugees to voluntarily return home despite tension in the east African country, a media report said.
The report cites accounts from several rebel fighters, who told the sanctions monitors the training was done in a forest camp in Rwanda.
