CJI also lamented that India lacks proper institutions to hold arbitration proceedings, forcing people to approach "five star hotels and clubs" for the purpose.
The CJI also asked the government to set up a panel, comprising former judges, to decide on whether or not to fight a case against any citizen when the issue could be resolved outside court.
Justice Thakur's brief response came when he was asked about Justice J Chelameswar's refusal to take part in Collegium meetings on the grounds they were functioning in an "opaque" and "non-transparent" manner.
Noting that the matter was brought to the notice of the Prime Minister recently with a plea to make the appointments quickly, the CJI said people cannot be denied justice.
