The tri-services court of inquiry has submitted its preliminary findings into chopper crash that killed CDS Gen Bipin Rawat.
It said the crash was due to the 'spatial disorientation' of the pilot.
'The accident was a result of entry into clouds due to unexpected change in weather conditions in the valley,' the probe report said.
The court of inquiry has ruled out mechanical failure, sabotage or negligence as a cause of the accident, the IAF said.
Security forces had killed 13 civilians in Nagaland.
1 jawan was also killed in the violence.
