Dubai-based low-cost carrier FlyDubai said on Sunday it will pay $20,000 per victim following the crash of its plane from Dubai to Russia.

Flydubai played down the possibility that terrorism caused the crash of one of its airliners in Russia on Saturday, killing all 62 people on board.
