Growth in the US services sector, a key driver of the American economy, hit a 12-year high last month in the wake of back-to-back hurricanes, a survey released on Wednesday showed.

Harvey made its second landfall just west of the town of Cameron, the National Hurricane Center said, with "flooding rains" drenching parts of southeastern Texas and neighbouring southwestern Louisiana.

The sprawling convention center in central Houston is among almost three dozen Red Cross shelters in Texas prepared to house up to 28,000 people driven from their homes by the state`s most powerful hurricane in more than 50 years. 

The destruction that heavy rain and floods from Hurricane Harvey could inflict on Texas would add to the pile of debt owed by a federal flood insurance program that is due to expire in September, advocacy groups said.

The Alabama-based company will also issue an apology to the Indian workers, who brought to the US to be employed as welders, pipefitters and in other positions.

A New Orleans jury on Wednesday awarded $14 million to five Indian men who were lured to the United States and forced to work under inhumane conditions after Hurricane Katrina by a U.S. ship repair firm and its codefendants.
