A human rights monitor on Thursday said an investigation into the actions of Spanish police to impede voting in Catalonia's recent independence referendum showed that they had engaged in excessive force while confronting demonstrators.
The Spanish government considers the referendum unconstitutional and had ordered the police to seal public facilities to prevent voting.
Spanish police in riot gear seized ballot boxes and surrounded activist-held polling stations in Catalonia on Sunday.
The non-Arab ethnic group of between 25 and 35 million is spread across Iraq, Iran, Turkey and Syria.
Speaking in Barcelona, Carles Puigdemont said the question would be: "Do you want Catalonia to be an independent state in the form of a republic."
The Scottish parliament on Tuesday backed a bid to hold a new independence referendum in 2018 or 2019, but the British government immediately rejected the proposal.
