CAATSA waiver though general in nature is intended at preventing US sanctions on India, which is planning to buy five S-400 Triumf air defence systems for around USD 4.5 billion from Russia.
But the measure faces more hurdles before it can become law, notably because it would increase military spending beyond last year's $619 billion bill, which is barred by the 2011 Budget Control Act's caps on government spending.
The highlights of the bill released by Arizona Senator John McCain said it “enhances security cooperation between the United States and India”.
The 2016 bill includes a $3.2 billion increase in military spending when there has been no similar increase in non-defense funding.
The US National Defence Authorisation Act, or NDAA, for the fiscal year 2017 was passed by the House of Representatives yesterday.
