The results will decide the fate of 6,411 candidates.
BJD candidates were leading in 73 civic bodies for the post of chairperson.
Voting will continue till 5 pm across 47 municipalities, 59 NACs (Notified Area Councils) and three municipal corporations.
Over 40.55 lakh people are eligible to exercise their franchise in the general elections to the ULBs.
Counting of votes will take place on March 26.
Polling is currently underway for the fifth and final phase of three-tier Panchayat polls in 26 districts of Odisha.
"The fourth phase of panchayat polls ended peacefully in the state, excluding some minor disturbances," Senapati said.
The third phase of polls recorded 75 per cent voter turnout in which Sonepur district recorded highest with 86 per cent.
Panchayat elections will be held in five phases in Odisha on February 13, 15, 17, 19 and 21 respectively.
The polling for the first phase of panchayat elections would be held on February 13. The polls are scheduled to be held in five phases.
