Pakistan Hockey Federation had sought a loan from the PCB to send the team to Bhubaneswar and clear the outstanding dues of players.
Former captain and Olympian Islahuddin Siddiqui said the Asian hockey federation needed to play a role in ending the stand-off between Pakistan and India.
The PHF is considering filing a case with the Court of Arbitration for Sports in Geneva against the head sporting body.
Pakistan has in the past taken part in the senior World Cup, Commonwealth Games hockey tournament and Champions Trophy on Indian soil.
The money was given to the PHF before the 2000 Olympics on the orders of the former PCB chief Lt General (retd) Tauqir Zia.
The official said that after the Champions Trophy semi-final fiasco in December 2014, the PHF didn't want more tensions with the Indian hockey board.
The situation occurred, when no other standbye player could get a visa at such a short notice.
The International Hockey Federation (FIH) on Thursday said it has not intention of getting involved in the ongoing tussle between India and Pakistan's federations.
