The Union Cabinet had in June approved recommendations of the CPC with 34 modifications, which will mean an additional annual burden of Rs 30,748 crore on the exchequer.
It will benefit 34 lakh civilian employees and 14 lakh defence personnel.
This decision was taken at the first meeting of the council of ministers.
The decision regarding this is likely to be announced in April, reports said.
Minimum pay scale of Rs 21,000 has been predicted for quite some time now, although the employees believe this hike will bring no positive impact on their financial position.
The arrears will reportedly be paid in two batches –one during 2017-18 and the other during 2018-19 fiscal year.
Gujarat government will spend a total of Rs 3,279 crore to implement the arrears.
The implementation of 7th pay commission benefits in the state will come into effect from January 1, 2016.

According to a report in The Sen Times, Finance Ministry sources have said that there’s disparity in benefits that employees from different categories are getting.
The Finance Ministry also reportedly has set up a panel that will take a final call on demands of these employees by April this year.
