Syria's government and rebels have accused each other of violating terms of an already shaky ceasefire.
Two potential sites, around 3.5 km (2.2 miles) inside Syria, have been identified to set up a camp, which will have the capacity to host up to 80,000 people, officials said, adding that they expected around 30,000 to 35,000 people to come.
The next step after Aleppo will be to reach agreement on a complete ceasefire across all of Syria.
At least 6,000 people had left rebel-held Aleppo in several convoys of buses and ambulances since Thursday when the evacuations began.
Rebel sources said the ceasefire remained in place despite the delay in the evacuation plan.
"The army continues to advance towards ... Sukkari, what remains of Seif al-Dawla, part of al-Amiriya and Tel al-Zarazir," a military spokesman told Reuters during a tour of recaptured parts of Aleppo.
Russia has been engaged in an air campaign over Syria since September 2015 in support of Assad, with its actions helping change the fortunes of the regime which now appears on the cusp of recapturing all of Aleppo.
The Syrian army and its allies have taken full control over all the Aleppo districts abandoned by rebels during their retreat in the city.
In the western Turkish province of Denizli where 300 commandos from a base were first taken in buses to a military airport and then to the border region in military planes to join the Turkish-led operation.
Pro-government forces have surged to their biggest victories in the shattered city of Aleppo for years in recent days.
"It could lead to a weapons programme inside of Iran that could lead other states in the region to embark on their own programmes," John Brennan said in an interview with the BBC.
The United Nations said up to 16,000 people have already been displaced in recent days of fighting.
Britain is to host the Syria donors conference here in early February next year, Downing Street said Monday.
Russian President Vladimir Putin said on Wednesday that victory in the fight against terrorism in Syria should come before any concrete dialogue on political reconciliation in the war-torn country.
