Embattled German automaker Volkswagen believed it could clear up emissions-cheating allegations with US authorities amicably and was caught offguard by them going public instead, a key company document revealed Monday.

There were 12,958 new registrations of Volkswagen branded vehicles in November.

A government-ordered probe here also found violations on the part of the company, following which Volkswagen earlier on Monday announced recall of 3,23,700 vehicles sold in India between 2008 and 2015.
