The minister was speaking at a programme in which two TMC-backed teachers' organisations joined hands to resolve academic issues.
The restrictions relating to the movement of people and vehicles have been relaxed for two hours.
The restrictions, first imposed on May 16 and extended at regular intervals, were set to expire on Wednesday. "Wearing of masks, maintenance of physical distancing and health and hygiene protocols must be followed at all times," the notification said.
West Bengal on Saturday extended COVID-19 restrictions.
The state government also said that the night curfew will remain in place.
As per the latest order, coaching centres for competitive exams can now open with 50% capacity.
The relaxation will come into effect from Monday onwards.
According to the Mamata Banerjee-led government's order, the movement of people in West Bengal has been restricted from 11 pm to 5 am. Earlier, the night curfew was enforced from 9 pm to 5 am. Only emergency services will be allowed to function during night curfew.

The West Bengal government eased lockdown guidelines after reviewing the COVID-19 situation in the state on Thursday.
The government allowed the restaurants in the state to operate for three hours in the evening.

"We feel bad to see the situation of West Bengal. India has never seen such a situation previously. The state is virtually sitting on a volcano," WB Jagdeep Dhankhar said.
Dhankar asked the TMC chief if she has heard the cries and screams of the children and women in Nandigram where “lakhs of people are homeless”.
TMC said that the Governor is becoming a “laughing stock” and has brought down his own importance before the people of the state.

In view of the increasing cases of corona, a partial lockdown has been imposed in West Bengal. Markets will now be opened in 2 shifts in Bengal. Shopping malls, beauty parlors and theaters have been ordered to be shut for the time being.
The West Bengal government on Monday extended the lockdown containment zones across the state till September 30 to contain the spread of COVID-19.
In an order, state Chief Secretary Rajiva Sinha said that complete lockdown will be imposed across West Bengal on September 7, 11 and 12.
In addition to the relaxations permitted outside the containment zones, operations of metro rail in a graded manner from September 8 would be allowed, the order said.
