The number of people affected by the deluge has gone up by 4.62 lakh since Saturday, though that of the district remained at 14, the department said in a bulletin.
There were three casualties in Purnea, two in Begusarai.
One each died in Patna, Saharsa and East Champaran.
More than 150 people in Bihar have died due to lightning in the past 25 days.
In the past few days, as many as 103 people have so far died in Bihar due to lightning and thunderstorms.
Earlier on June 26, around 92 people died in over 24 districts across Bihar due to lightning strikes.
Keeping in view the severity of flood situation and the fund positions in the State Disaster Response Funds (SDRF) accounts of Bihar and Karnataka, Union Home Minister Amit Shah has approved advance release of Rs 400 crore and Rs 1,200 crore to both the state respectively from the NDRF "on account basis", the statement said.
The Central Water Commission, meanwhile, released a statement that said that many rivers in Bihar and other parts of India are flowing in a severe situation. There are 15 flood warning alerts in Bihar and 21 across India.
