Tillerson arrived in Brussels for talks with EU and NATO leaders trailed by reports that President Donald Trump is frustrated with his performance and plans to sack him.
Tillerson on Thursday made an unannounced visit to the White House after news of his ouster spread in the media.
In an interview on Fox News, Trump attacked the department under Tillerson, the secretary of state, and said he alone determines US foreign policy.
